HBP Part 24.5.1. Vendor Guidelines for Doing Business with the University of Texas at Austin as a Historically Underutizlized Business (HUB) or Federal Small Business Concern

24.5.1. VENDOR GUIDELINES FOR DOING BUSINESS WITH THE UNIVERSITY OF TEXAS AT AUSTIN AS A HISTORICALLY UNDERUTILIZED BUSINESS (HUB) OR FEDERAL SMALL BUSINESS CONCERN

Vendors that want to do business with The University of Texas at Austin must follow these guidelines to accept purchase orders and receive payment from the university.

A. Registration as a Historically Underutilized Business (HUB)

The University of Texas at Austin does not maintain an official bid list, and vendors do not have to register with any entity in order to place a bid or do business with the university. University staff are strongly encouraged to utilize the Texas Comptroller’s Historically Underutilized Business (HUB) Directory to source potential vendors. 

Vendors can find out how to be added to the HUB Directory by visiting the Texas Comptroller’s Historically Underutilized Business (HUB) Program Web page.

B. Registration as a Federal Small Business Concern

Small business concerns interested in registering as part of the university’s federal small business program may submit a UT Austin Self-Certification Survey Form and a Payee Information Form (PIF) to the Historically Underutilized/Small Business (HUB/SB) Program Office. The self-certification form allows the vendor to attest to any current federal small business certifications held, and to self-certify as a small business concern or a woman-owned small business concern. Upon receipt of the forms, the HUB/SB Program Office verifies the stated certifications through the U.S. Small Business Administration’s (SBA) System for Award Management (SAM) or other certification databases.

C. Registration with the Centralized Master Bidders List (CMBL)

Vendors seeking to provide goods or services to any state of Texas agency or institution are encouraged to register on Centralized Master Bidders List (CMBL) maintained by the Texas State Comptroller of Public Accounts.
