The Texas Comptroller of Public Accounts has a contract with Citibank to operate the State of Texas Commercial Charge Card Program. The University of Texas at Austin participates in this state program in order to offer university colleges, schools, and units (CSUs) a fast, flexible method for purchasing low-dollar, low-risk purchases from vendors that accept the MasterCard credit card.

The use of the Procard as a form of purchase/payment does not exempt the university, its officers, or employees from procurement and payment process requirements of Texas State law and the Texas Procurement and Support Services (TPASS) Division or other policies outlined in this handbook.

University and State of Texas Comptroller’s Office purchasing procedures must be followed. For more information, see the Handbook of Business Procedures.

CSUs may have internal policies that are more prohibitive than university policy related to Procard use. This is allowed so long as the internal policies do not conflict with university policy.  

Procard holders not abiding by university policies will have their card privileges revoked.
